Profile

Leora is a Lead Economist in the Finance and Private Sector Research Team of the Development Research Group at the World Bank.

She is Director of the 2022 World Development Report, 'Finance for an Equitable Recovery' and a co-editor of the World Bank Economic Review.

Leora is a founder of the Global Findex database, which measures the adoption of fintech products and how adults around the world save, borrow, make payments, and manage risk. She is also a Mastercard Center for Inclusive Growth Data Fellow.

She serves as an Advisory Board member for the ILO Global Centre of Digital Wages for Decent Work, the BRAC Institute for Governance and Development, the BBVA Center for Financial Education and Capability, the Small Firms Diary Project, and other programmes.

Leora holds a PhD in Financial Economics from New York University Stern School of Business.

Research

Leora’s publications focus on corporate and consumer finance, fintech, banking, and entrepreneurship.

Her current research studies the impact of digital financial services to manage risk and build resilience.

Teaching

Leora has contributed to the Oxford Fintech Programme  and the Women’s World Banking Leadership and Diversity Program for Regulators and other programmes at Oxford Saïd.
